India invoicing rules

  • Rule 46 of the CGST Rules allows an invoice number of up to 16 characters using letters, digits, hyphens or slashes, and the series must be unique for each financial year.
  • An intra-state sale shows CGST and SGST (or UTGST) as two equal halves of the rate, while an inter-state sale shows a single IGST line.
  • Since 22 September 2025 most goods and services fall into a 5% or an 18% slab, with a 40% rate for a short list of luxury and sin goods.
  • Businesses whose aggregate turnover is Rs 5 crore or less may print 4-digit HSN codes; larger businesses must print 6 digits.
  • A supplier of exempt goods or services, or a business under the composition scheme, issues a bill of supply instead of a tax invoice.

E-invoicing, simplified invoices and record keeping

E-invoicing through the Invoice Registration Portal is mandatory for business-to-business invoices once aggregate turnover in any year since 2017-18 exceeds Rs 5 crore; each invoice receives an IRN and a signed QR code.

Keep issued and received invoices for at least 6 years in India.
